Bug Description

run_tests.sh returns 0 to the shell even when django-openstack tests fail because the later suite of tests for openstack-dashboard successfully passes.

Currently, 9 django-openstack test are failing due to the test suite being unable to find and/or compile the custom template tags found in openstack-dashboard.

I'm not seeing on jenkins.openstack.org where the django-openstack test suite is run. The only jenkins job labeled as dashboard related appears to be related to launchpad integration only.
