Bug Description
The Django 1.3 series has been out for some time and the dashboard needs to be updated to support it so we can take advantage of some of the new features.

Dashboard was almost entirely 1.3 compatible already. The TIME_ZONE setting needed to be updated. I went ahead and dealt with one trivial deprecation issue, and have filed tickets for the other deprecation/new feature issues that seem like good ideas.
