This phenomenon is visible in all projects even when image visibility is set to 'shared'.

Can you provide more details, for example:
- which OpenStack release?
- what version of Horizon?
- what extent of image visibility in Horizon are we talking about? Do these only show up in the list of available images, or can anyone get the image detail about the image?
- since you made the bug Public, I'm assuming that an arbitrary user cannot actually use the image, just see it, but please confirm
