Router quota says exceeded when it is reached

Bug Description

Version of Openstack Horizon: Train

1. Create a project with a Router quota set to 1.
2. Log in to the project with said quota.
3. Create one router and thereby reach the quota.
4. Go to the "Network Topology" or "Routers" view under "Network".
5. See the grayed out icon that says "Create Router (Quota exceeded)"

Expected behaviour would be a grayed out icon with a message that instead says "Create Router (Quota reached)".

@Joakim Moreau, hi current message "Quota exceeded" looks fine to me.
Even if you try to create a new router using CLI you will get the similar message "ConflictException: 409: Client Error for url: http://127.0.0.1:9696/v2.0/routers, Quota exceeded for resources: ['router']."

I think the point of this bug report is that the usage does not exceed the quota and the usage just reached the quota when showing the create button. On the other hand, when the create API is called the message says that the quota *would* exceed (if a requested resource is created).

I am not a native speaker, so I am okay with either way if the solution sounds natural to native speakers.
