Horizon Error 403 Forbidden after clean install of Wallaby Openstack-Dashboard

This happens after trying to access the http://openstack/dashboard/ url
Currently running httpd 2.4 on RHEL 8.4

Also accessing /dashboard/static allows me to navigate the entirety of the static directory.

Which documentaiton did you follow when installing horizon?
You need a proper configuration of httpd.

I was installing directly from the OpenStack repository for RHEL8 through Openstack.org and apparently installing it directly from that through the repository is not designed for RHEL 8. So I used the sample httpd file from the github page and wrote one that was compatible.
