Horizon side bar and data-table menus are not seeing with long lists

Depending on the size of the datatable, sometimes, the search bar is "hidden" due to the user scrolling. To make the interface more user-friendly, it is interesting that both the search bar and the sidebar are always displayed.

The proposal is to have the following behavior. When users scroll down, the side bard and data table menus should sticky to the page, and allow users to see and use them.

    Enable floating search bar

    Depending on the size of the datatable, sometimes, the search
    bar is "hidden" due to the user scrolling. To make the
    interface more user-friendly, it is interesting that both
    the search bar and the sidebar are always displayed. Therefore,
    this patch is introducing changes to always pin the search bar
    and the sidebar at the top of the page.
