Unable to edit images created from location

Bug Description

Hi,

I'm using Horizon 15.0.0 (SHA 91d45cf26989f701942bbfcb04429f7f42a91e44) and faced with the following problem. When Image is created from file, it editable - can lock/unlock, rename, etc. But once it's created from Location url (with enabled IMAGES_ALLOW_LOCATION) it's not editable - "Update image" button is just not active. But image can be updated with user's credentials with the same project scope via openstackclient or API.
