volume groups panel missing when cinder service is down

Bug Description

When cinder services are down , Groups & Group Snapshot panels disappeared from the dashboard.

Expected Behavior: Should be consistent with Volumes / snapshots panel , Groups and Group Snapshot panel also should appear in horizon and throw an exception like 'Unable to retrieve Volume-Group list' .

This is the intended behavior in horizon. If horizon cannot confirm if a feature is available, a corresponding panel is not shown. This is needed to support various releases of back-end services in horizon.

Horizon tries to detect available features in back-end service as much as possible. If we would like to show panels even if a back-end service is down, it means horizon needs a static configurations. This would be more than a simple bug fix. It would be a direction change and it should be discussed more broadly.
