Bug Description

Access Project->Compute->Instances->[detailed_page]->Action Log;
The Action column misses some actions translation, like shelve/unshelve/migrate.

    Some actions of instance are missed in ACTION_DISPLAY_CHOICES,
    like migrate/shelve/unshelve.
