Bug Description
After Chrome update to version 64, it blocks downloading created private key on new window.
This problem occurs in Angularized panels that uses text-download service.

Avoid popup blocker after key-pair creation
Chrome version 64 blocks new window popup for
downloading created private key.
This problem occurs in Angularized panels that
uses text-download service.
This patch fixes not to open new window.
