Edit instance and edit instance security group use same page

Project->Intances page:

EditInstance and EditInstanceSecurityGroups actions are allowed by different conditions, but they will access a same page and can edit same content.

In my opinion,we can combine their conditions and remove EditInstanceSecurityGroups action.

How can users know where they can edit security groups of an instance if you drop the link? You need to consider the situation not only from optimization but also from user experience perspective.
