manila-ui related document in horizon should be moved to manila-ui doc

Horizon documentation contains manila-ui related documents [1].
They should be moved to manila-ui document because the horizon team cannot take care of them.

    Import user and admin guide from horizon

    User and admin guide was moved accidentally from openstack-manuals
    to horizon during the doc-migration in Pike. This commit moves them
    from horizon to manila-ui repository for better future maintenance.

    doc: drop horizon-plugins' content from user/admin guide

    This commit drops contents on manila-ui, neutron-lbaas-dashboard
    and trove-dashboard from the user and admin guides.
    These were imported from openstack-manuals into horizon
    during the doc-migration work, but they were mistakes because
    they should be maintained by individual horizon plugin teams.
