The way of setting default panel of identity dashboard is not "pluggable settings"

Bug Description

The way of setting default panel of project dashboard and admin dashboard is the "pluggable settings" mechanism, but for identity dashboard, a traditional "hard-coded" way is used. I think it's a good idea to make it consistent with other dashboards.
