When using new Launch Instance panel, default Boot Source should be always set to "Image" as a default value. Currently it's nondeterministic and selects either "Volume Snapshot" or "Image" on a random basis.

Patch for the original bug makes **the order** of fields deterministic, but not the initial choice.

I am not able to reproduce this on pike: it is always setting the default to "Image". Can you confirm that this is still happening?

Stable/pike with Material theme, I confirm it still happens. Is there anything more I can attach to debug this?

I am not able to reproduce with material theme either. I opened the launch instance modal from project instances panel and image is selected by default on the source tab.
