Network graph icons misalignment in IE11 and MSEdge

Steps:
1. Login to Horizon
2. Navigate to Project -> Network -> Network Topology -> Graph

Expected: icons should be centered in graph circles

Actual: icons popping-up out of graph circles

Environment: Ocata

Browsers: IE11 under Windows 7 and Windows Server 2008R2.
MS Edge under Windows 10.

I uploaded two screen shots. The one with-patch.png is after the proposed patch is applied and the other (latest-master.png) is when using the latest master.

The issue is how MS browsers render fonts inside SVG. We use fontwaesome package for icons on network graph panel. Because different icons have a different width, we can't create a generic solution for it w/o vertical alignment support from browsers.
