Bug Description
In Horizon UI deployed from the latest code in master branch does not seem to include Simplified Chinese in the language list on User Settings page.

Please see my brief analysis and hope that it will be fixed soon.
- I have checked from https:/ /i18n.external. otc.telekomclou d.com that there are zh-hans and zh-hant but there are no zh-CN and zh-TW. Furthermore, even I change to zh-hans and zh-hant languages, I can see only English strings but cannot see any translated strings.
- When I see https:/ /github. com/django/ django/ blob/master/ django/ conf/locale/ __init_ _.py#L533 , zh-cn and zh-tw seem to be fallbacked to zh-hans and zh-hant respectivelly.
- Zanata definitely uses zh-CN and zh-TW language codes: https:/ /translate. openstack. org/iteration/ view/horizon/ master/ languages/ zh-CN .
- In my opinion, https:/ /review. openstack. org/#/c/ 450126/ 1/openstack_ dashboard/ dashboards/ settings/ user/forms. py@53 code would not consider "fallback" items.
