Image source not shown when launching instance

Reproduce steps:

+ Create new images
+ Navigate to: Project -> Compute -> Images.
+ Click `Launch` on any image, we call it IMG_A
+ Observe:

Problem: In `Source` tab, available images number and list image are inconsistent, IMG_A is not shown in images list.

Note: This issue does not occur if we launch instance with following steps:

Project -> Compute -> Instances -> Launch instance

With the master branch, if I click the launch action on an image, the image is pre-selected on the source tab on launch instance modal. So what's the issue here?

THis works because of https://review.openstack.org/#/c/495141/.
unfortunately it doesn't work with volumes.

This bug is not reproducible with either images (as reported in the original description) or bootable volumes (mentioned in comment #3) in the current master (queens). If you can reproduce this with the latest code, please update the description with the steps and reopen.
