Bug Description

Reproduce the bug:
1, Switch to "Project"/"Compute"/"Image" page,
2. Click the search filed and select the filter 'Visibility=Public', there will call api :'/api/glance/images/?visibility=public'.
3, But the in the "openstack_dashboard/static/app/core/images/images.module.js" file the 'isServer=false' of the 'Visibility', so there should not call api and the search will be executed only in the client side.
