Click "Open Console" link on the instance balloon of network topology will open two windows

How to reproduce:

1. Create an instance
2. Open Network Topology panel
3. Put the mouse on the instance
4. Click "Open Console" link on the instance balloon

Then you will see two windows opened.

I cannot reproduce this on master (queens) -- it only opens a single window. Also note that bug 1723142 will be removing this direct link to the console.

Actually, I am able to reproduce this. The two console windows are stacked on top of each other, so it's easy to miss this.

I can reproduce this with Chrome browser. Using the default configuration, one window popup is blocked, but if I allowed to pop-up window always from the dashboard URL, I see two console windows.
