openstack_dashboard.api.neutron:SecurityGroupManager should support sorting

Bug Description

In the openstack_dashboard's network wrapper, it would be nice if it was possible to specify the 'sort_key' argument when requesting a security group list from Neutron [0].

This seems to be an optional extension so some checking may need to be put in place for this[1]

How can we use sort_key parameter suggested by this bug report in the security group table?
It sounds tricky to request some feature in the API wrapper layer. The relationship between the user visible UI and the API wrapper is unclear, so I mark this as Incomplete.
