Allocation FIP: Pool without IPv4 subnet is shown in the FIP pool list

Bug Description

Env: devstack master branch

Steps to reproduce:

1. Go to Project/Network Floating IPs panel
2. Click Allocate IP To Project
3. Select a pool with no IPv4 subnet. On form submit

api will return:

Recoverable error: Bad floatingip request: Network ca94ab7b-d289-437d-93ac-60a848d0f17d does not contain any IPv4 subnet.
Neutron server returns request_ids: ['req-9f0d6743-fef7-4aac-b8aa-63498661e8d0']

The problem also in project/instances Allocate Floating IP form.
