Bug Description
Env: devstack master branch
Steps to reproduce:
1. Go to Project/Network Floating IPs panel
2. Click Allocate IP To Project
3. Select a pool with no IPv4 subnet. On form submit
api will return：
Recoverable error: Bad floatingip request: Network ca94ab7b-
Neutron server returns request_ids: ['req-9f0d6743-
The problem also in project/instances Allocate Floating IP form.
