Bug Description
Created 3PAR volume and launched KVM/hLinux instance, attached volume to the instance.
Tried taking backup of "in-use" volume where option is not available.Attached screenshot for reference.
Observed in Openstack version : Mitaka

When cinder volume backup was introduced, it was only supported for "available" volumes, which is what is reflected in Horizon. Backing up "in-use" volumes has been added to cinder and should be added to horizon
