Limit group name 64 characters

Env: devstack master branch

Steps to reproduce:
1. Go to identity/Groups/ panel
2. Click 'Create Group' or 'Edit Group'
3. Enter a name longer than 64 characters
4. Submit form

Erro info:
Recoverable error: Group name should not be greater than 64 characters. (HTTP 400) (Request-ID: req-979dfe60-c461-4fdc-ab6c-61c62ed24ff3)

    Correct the group name field less than or equal to 64 characters

    If create or update group name longer than 64 characters, api will return
    'Recoverable error: Group name should not be greater than 64 characters.
    (HTTP 400) (Request-ID: req-979dfe60-c461-4fdc-ab6c-61c62ed24ff3)'.
