heat topology tab not present in horizon

Bug Description

Heat stack topology tab is not appearing in Horizon.
Using CentOS Ocata from RDO packages and also CentOS source from master.
The tab does not appear in any of them.

OpenStack is deployed with Kolla.

Cannot find any error or warning message in logs.
The rest of heat tabs are working fine.

Any more info I can supply?

The issue is that there's a typo in one of the policies being checked. Patch incoming.

It is "resource" not "resources".
