errors running tox on stable/ocata

Bug Description

I have pulled down stable/ocata and run tox -epy27. I get the following error. I get it on many many tests (maybe all of the ones that talk to neutron) but here is just 1 of the tests. I have not changed anything - just pulled down ocata.

Call to list enabled services failed. This is likely due to a problem communicating with the Neutron endpoint. Load Balancers panel will not be displayed.

Was just an old .pyc file. `make clean` solved it.
