Bug Description

scheduler_hints is dropped when creating instance because it doesn't exist in _optional_create https://github.com/openstack/horizon/blob/master/openstack_dashboard/api/rest/nova.py#L346-L350

    Add missing scheduler_hints to _optional_create

    The scheduler_hints option is missing from server_create rest api.
    This patch adds it.
