newer image (create from local file) keep in saving status

Bug Description

create a image from local file, the horizon image status will keep in 'saving', need to refresh page to update status.
this issue only occurs when create from file (no matter size)
Probably the newer images doesn't poll for status.

It looks like a horizon does 1 POST followed by 2 GETs to glance. So if the image does not complete within that time the status sticks (to queued or saving or whatever the status is at the 2nd get)
