Metadata information is not localized

Metadata item names and description including nested items are shown unlocalized and cannot be located in Zanata.

Seems that the json files from other projects need to have the capability for translation, rather than horizon (I am not familiar with such features currently)

metadata is defined in glance.
At this moment, there is no way to make metadata translated in horizon.

This applies to all metadata related panels:

- Admin -> System -> Metadata Definitions
- Project > Instances > Launch Instance > Metadata
- Project > Images > Create Image > Metadata
- Admin > Images > Create Image > Metadata
...

This will be a long term effort (like API response translation).
