Bug Description

In Admin image table, the visibility of private images which are not shared with the current (admin) project are shown as "Shared with Project". "Shared with Project" is a concept in horizon and in my understanding it means that the image is private and it is shared with the current project.

In admin image table, this kind of images should be shown as 'Private'.

How to reproduce it with devstack:
1. Create a private image with invisible_to_admin project.
2. Open Admin image panel with admin user
