Create subnet should be available on the create network modal from the admin/networks panel

Currently, when creating a network from the project/networks panel, the user can add subnet on the create network modal. However, if the user creates a network from the admin/networks panel, the create subnet option is not available on the create network modal. It's more convenient if users can add subnet to the new network at one go.

Ying Zuo: have admin inherit from project. but in the admin init/handle add the extra inputs that admins can enter.

    Allow subnet creation from admin networks panel

    - Changed create network modal to a wizard which includes
    the tabs for subnet creation.
    - Removed templates that are no longer needed.
    - Fixed an issue on wizard that prevents the error message
    to be cleared and displayed properly.
