Cannot suspend instance from Details page if the Instance is not on 1st page of table

Cannot suspend instance from Horizon "Details" page. Problem is reproduced only if an instance does not belong to the 1st page of the list.

Steps to reproduce:
  1. Boot instance
  2. Ensure that it is placed on the 2 page in the list (so it is not visible on 1st page of /admin/instances/ - crucial!)
  2. Proceed to System->Instances page (or Project->Compute->Instances) (page with instance listing)
  3. Try to suspend/resume that instance
  4. Check that it works
  5. Proceed to Details page, clicking on instance name
  6. Try to suspend instance using dropdown menu in the upper-right corner

Expected result:
  1. Instance is suspended

Real result:
  1. Nothing happened, instance is up and running.

    Fix actions inside instance details view page

    At the current moment user can not suspend an
    instance from the instance "Details" page if the
    instance does not belong to the first page of the
    instances list. This is fixed.
