Bug Description

We currently ignore example files in dashboard/local. We should just ignore the entire folder and exempt those files. This would allow developers and operators to add content to the folder without accidentally committing it upstream.

For example, many developers would like to enable angular panels that are disabled by default. Sometimes, they forget to disable it before committing. They can instead just copy and modify it in their own local folder. Furthermore, this will allow operators to add their own enabled files without accidentally committing it.
