Increase quota-related unit-tests coverage

Bug Description

Currehnt unit-tests do not catch regressions, introduced with this patch: https://review.openstack.org/#/c/215277/
We need to add more unit-tests to be able to catch such cases. As a minimal requirement, these new tests should catch mentioned regression and block the patch merging.

This doesn't seem like a bug to me. The patch mentioned in the report has not merged.
