Style: Material Design: Hamburger and Responive Menu inconsistencies

The right responsive menu and the left hamburger menu use the same TYPE of experience: A three bar menu. Although they should be the same, they are slightly different in their implementations.

We should make the right responsive menu use, either the same menu as the hamburger (consistent experience) or use another icon all together.

Hi Diana,

Can you please clarify where the mismatched hamburgers were seen? I'm using the latest devstack build and don't seem to see it. Can you also provide more information about the environment?

The right hamburger only shows on small screens. Reduce the width of your window and you will see the top nav condense into a responsive menu.

Its the right menu that will need to get updated to use the same css as the left, but _without_ the special animation of the left hand toggle.
