"Manage Attachments" option should be available under instance actions in Compute Menu

"Manage Attachments" option for attaching Cinder volume to an instance is not available under instance actions.
User has to switch to Compute -> Volume tab to attach volume to an instance. Instead we can add option for "Manage Attachments" under instance actions.

Steps to reproduce:
1) Login to Horizon and Navigate to Compute -> instances tab.
2) Launch Instance and wait for instance status to become "active".
3) We can see various options under actions column for perform operations on instance.
4) "Manage Attachments" option is not available.

This could almost be a blueprint, since it would require a different interface rather than reusing the existing one.

    Implement Manage Attachments in Instances

    Allow users in Project view/tables the option to attach
    existing volumes to an instance.
    This allows user to be able to attach existing volumes without
    having to switch tabs or views from instance to volume.
    Allowing for greater ease of access.

This issue was fixed in the openstack/horizon 10.0.0.0b2 development milestone.
