environment topology rendered incorrectly in ie 10 and 11

Bug Description

There are bugs when render SVG environment topology In IE 10, 11 and possible 12 under windows 7. There are emptiness or gray artifacts instead of arrows between components. The components react normally, but arrows are not. It is clear visible on attached screenshots

Screenshots show how it behave in IE 10 and 11. Transparent rectangles is my editing to make screenshots public.

Based on discussion in IRC, it seems that the stack UI in Horizon that this is based on is working correctly, but the murano dashboard has the trouble noted in the screenshot.
