boot from volume from image broken

Bug Description

I tried to boot from volume from image. Can't find such an option. When you click boot from volume, there is no option to create a new volume from an existing image (this is the semantic and workflow in the original UI.)

After poking around and wasting 10 minutes and core horizon developer's time we found that you could boot from image and create a new volume (but since that happens every single time since you can't boot an instance without a block device of some sort) it's not logical.

I can't recreate this. I seem to be able to boot in the same way as the previous Launch Instance.
