Relieve user from configurating Live Migration type

Bug Description

Currently the Live Migration modal requires user to decide the live migration type (Live or Block) via the "Block Migration" checkbox. However, only one of this will succeed and the other will fail, and user does not always care or know the type of live migration it should be.

For better UX, the user should not have to decide the live migration type with Horizon.
