Bug Description

There was a small change to add a required field for launch instance:

This new config setting should be used within ng launch instance as well.

    Optionaly require keypair on ng-launch-instance

    Bring the existing feature on Launch Instance to
    ng-launch-instance.
    Can set OPENSTACK_HYPERVISOR_FEATURES.requires_keypair to
    true, and the keypair step will be set as required.
