Improvement for show error messages on admin create flavor

When input a flavor name or flavor ID that already exist, we will see the error message on the top of the workflow modal. If the error message beside the input box, it will be more better.

    replace the error alert message when
      - creating/updating flavor using existing name.
      - creating flavor using existing ID
