Horizon should provide default theme in '/static/themes/default'

In order to provide any backward compatibility for anyone who might have been inheriting the 'default' theme for use within their custom themes, Horizon should provide default theme in '/static/themes/default'.

    Horizon should still collect 'default' theme

    In order to maintain backward compatibility with anyone that might
    be inheriting from Horizon's default theme, we should always just
    auto collect it into /static/themes/default.

    This patch also provides the basic functionality for someone to
    also set the DEFAULT_THEME_PATH to something other than 'default'
    through local_settings.py
