pass params to wizards

The app catalog plugin needs to pass off parameters to several of the Horizon wizards. Several of them don't quite accept all the needed parameters though.

    Javascript Heat API

    This patch adds the start of a Javascript Heat API similar
    to the rest of the existing OpenStack ones. The app-catalog
    needs this to check if a given template will work on a
    specific cloud.

    A few fixes to make the App Catalog plugin work.

    This fixes passing params to stack and image creation form dialogs.
    It also fixes a bug with nested dialogs.
