Bug Description

In our contributing documentation (doc/source/contributing.rst) we discuss and give instructions for installing and setting up JSHint for development. This is not a bad thing, but with the switch in Horizon to use eslint instead of jscs and jshint in our tool chain (https://review.openstack.org/#/c/192327/) we should give instructions on how to setup and install eslint in your development environment instead to match what the gate is checking for.
