Bug Description
"Disassociate Floating IP" button should be disabled for instances in error state.
As per the following bug, it has disabled only Associate Floating IP.

Reproduced this bug on MOS 7.0 iso 288.
We can see default action for failed instances is "Disassociate Floating IP".
