Bug Description

FWAAS - After adding FW rule when previous ASSIGNED TO POLICY RULES exist the table is asymmetric - Image attached .

We should leave the "edit rule" at the right side and the "in policy field blank.

I tried reproducing the issue with the latest devstack install and on Firefox and was unable to reproduce the issue, maybe, I missing exact reproducible steps.

My attempted steps to reproduce are below:
- Created 3 firewall rules
- Created 3 firewall policies and attached one rule per policy.
- Created a single rule
