Fetch user's projects from request.user

Bug Description

When requesting to current user's project, we should be hitting the cache rather than going back to the API.

This also fixes issue when a federated non-admin user opens the Project panel

    Fetch user's projects from request.user

    Instead of hitting the backend api, the user's projects
    can be fetched from request.user.
