[Launch Instance Fix] Update Local & Default Settings

This will include several patches:

The LAUNCH_INSTANCE_LEGACY_ENABLED LAUNCH_INSTANCE_NG_ENABLED settings should be documented as is.

Next the default setting should be updated to enable the new experience by default.
