"Port" field in "Add Rule" modal is missing asterisk

Bug Description
To reproduce:
1. Go to Project -> Compute -> Access & Security
2. Click "Manage Rules" for any Security Group, in the Security Groups tab
3. Click "Add Rule"
4. Try to create the rule with the Port field empty. It is unmarked, and the error message is at the top of the form, rather than next to the relevant field. This should be tidied up.
