[Launch Instance fix] Availability Zone field should show default text

Bug Description

When there are no Availability Zones, there should be some default text like 'No Availability Zones found'

Adding warning to Launch Instance when no availability zones

When there are no avaiability zones, display a warning message.

    The bug report doesn't indicate whether we should do anything else (such as
    stop the user from proceeding) so it just shows the warning in the place
    of the drop-down.
