dashboard won't let in user without access to default panel

Bug Description

If the user doesn't have access to the default panel of the default dashboard they cannot log in to Horizon. Processing should be updated to discover a panel the user does have access to.

The proposed fix still looks worth considered. If someone is interested in restoring the work, feel free to resume the work. The original author no longer works on OpenStack.
